About a week has elapsed without another occurrence on my replacement device. Of course, it is because I am now paying very close attention to the phone state each and every time I plug in the charger looking for a pattern.

Seems pretty random, at least on this replacement device. One occurrence over a week of charging.

I want to blame it on a USB-C issue, but it's so difficult to do that without all the knowledge of how USB-C works on this phone.

Thanks for all the feedback here. I'm still not sure if I want to get a replacement.

Agree, its likely related to USB the cable or its receiving hardware/firmware in the phone.

I had a thought about USB Debugging On/Off & File Transfer states, but cannot draw any conclusions as I cannot replicate the issue on-demand.

When you got a new phone did you get a new charger and cord? If not I would try that.

I have used both the OLD and NEW charger and Cable. I cannot seem to find any correlation since last observing the issue on Jan 15.

No new recurrence in a few weeks.

As an engineer, I'd prefer that it persisted. A one-time event on this new device gives me nothing to diagnose, except to call it a glitch?
