Just got my U11. It shows uncertified as well.
But, I can install Netflix from the Play Store.

It didn't help mine.There are some Root checks or safety net checks that the ROM HTC U11 is shipped with fails. This also leads to Android pay not working. There is a new update bigger than 250 MB around 290 MB that fixes this so please go to to the Settings -->About --> Software Updates--> check for updates and apply the OTA. This should fix. The new software version would be 1.11.617.3.

I just got certified! I had already updated the system upgrade and that in itself didn't work until I went into magisk/settings and checked magisk hide and systemless host. I thought they were already checked.Just verified, yet again, it works for me.
I am using HTC U11 unlocked. Did you apply the new system upgrade? Also hoping you did not root.
Just for reference, the U11 does 1080p in Netflix despite the U11 not being in the "supported HD device" list. As per a test I just did.What's the highest bitrate this video shows when playing it back?

If you're running 1.0x.xxx.x software that's what is causing it. Everything gets certified with the OTA updates to the 1.1x.xxx.x version and above.I'm having the same problem. Unlocked bootloader but even if I unroot it isn't certified anymore. Weird thing is my HTC OneM9 is unlocked and rooted and it still works fine.
So far it appears the OTA is only for unlocked, not Sprint...If you're running 1.0x.xxx.x software that's what is causing it. Everything gets certified with the OTA updates to the 1.1x.xxx.x version and above.
