No GAPPS package working on CM 13 or CM 12.1

I have been trying to flash my galaxy s4 mini for the last two days, but I keep getting the same problem and that is that no GAPPS package seems to work. I have tried the same flashing routine with both CWM and The current details of the phone is:

Device Model: GT-19195
Android Version: 6.0.1
CM Mod version: 13.0-20160316-SNAPSHOT-ZNH0EAO1QN-serranoltexx
CM API level: Dragon Fruit (4)
Kernel version: 3.4.0-cyan0genmod-gaafcf07

Currently the phone is running fine with only the CM rom installed. When I reboot into recovery and flash GAPPS the phone either get stuck in a bootloop ,where it finishes optimizing the apps but then reboots and optimizes again, or it finishes the bootup but a bunch of error messages pop-up about all the google services that fail. I have tried the Pico and Nano packages for Android 6.0, platform ARM, from http://opengapps.org/ but none of them seem to work. I have also tried the gapps package from this thread: http://forum.xda-developers.com/android/general/gapps-gapps-6-0-1-minimal-t3276606 ,but that failed to install for some reason. When I look under installed applications, there is no Google apps listed only an android icons with the title something like andoid.com.xxxx

Does anyone know of another GAPPS package I can try, if this is a bug in the ROM or what else might be causing this problem? I have even tried the CM 12.1 ROM's and GAPPS packages from the same sources and I still get the exact same problem, which is kinda strange. Also if I do not get this error solved, where can I download the Stock S4 mini ROM to revert back to the default ROM?

Suggest u to flash gapps along with ROM, don't boot into system before flashing ROM+gapps.

Thank you for you reply. I got the ROM and GAPPS working by using TWRP v3.0.2-1 from here: http://forum.xda-developers.com/showthread.php?t=2678420
I was using the previous one something like TWRP v2.0.6 or something, either way this solved it.
