No network connection stuck in airplane mode

I have a Note 8 N950U that was originally on ATT. It was bootlooping and I got it to work somewhat by flashing the ATT_N950USQS4CRE1_ODIN firmware using the moded odin file. The phone will boot and all seems to work but it will not work on a cellular network. It shows the "no network connection" error and the airplane mode switch is highlighted as if its on but it is not on. I've tried resetting the network settings, reboot with airplane mode on, etc. I also have tried several different working sim cards and all do the same. The phone does recognize the sim because it sees my phone number in the settings.
I recently reflashed the device using the N950USQS5CRG9 firmware, and still have the same issue. the device boots and all seems to work except the cellular network. I also tried different APN settings as well.
I seem to be having trouble with other firmwares because odin will just error out on me. These are the only 2 firmwares that I was able to get to flash. So is this a firmware issue or a hardware issue? I would really like to get this device to work if at all possible. So, any and all help is greatly appreciated.

What version of the bootloader are you currently on now? And did you flash a CSC file from AT&T and then do a factory reset in recovery mode?

I am currently on N950USQS5CRG9 bootloader. And yes, i flashed this CSC file, CSC_OYN_N950UOYN5CRG9_CL13949550_QB19107689_REV00_user_low_ship_MULTI_CERT, which I believe is an ATT file. I did not do a factory reset in recovery mode after the firmware flashing. The device was factory restored prior to flashing though. THanks for the help, I've been messing with this for a week now...Thanks again.

Try going from CRG9 to N950USQU5CRIA because that could fix the problems.. Download the update.zip from the website put it on your SD card and then boot into recovery mode and select flash update from SD card and let it do its thing after you select the update file.. You have CRG9 still and you'll be able to flash back to it too if you have to for some reason.. The website is here put your model of phone in from the dropdown menu(Note 8) and then the next dropdown menu select your CRG9 firmware and it will give you some updates but take the latest version that's N950USQU5CRIA not the old ones after it flashes try a factory reset again!! OK, went through and did exactly what you said do...the update went through and finished, the phone rebooted, and then I restarted phone and did factory reset, and I went thru the setup and the update did take, but still same issue. Tried 2 different sim cards that work in other devices and still no network connection and airplane mode is still highlighted as if its on. No signal bars just a 0 with a / slash through it.
Any other ideas? Really do appreciate the help. TIA!!

Try this.. From the home screen, tap the settings icon, scroll down until you see General and select it, scroll down until you see the reset option. Select reset. You will be taken to the reset screen. Select Reset Network Settings, if your phone is password protected, enter your code. You will be taken to a new screen confirming your selection.

And the last idea I have is that you have a hardware issue if the above didn't work and there's something broken internally and you need to go to AT&T immediately and have them either replace that phone or call Samsung because there is a 1 year warranty on the phone for free from Samsung and they'll fix it and return it so long as it's not from something you caused, like water or dropping it and breaking it.. Also, where did you get that phone from? Is the IMEI clear?

That's one of the 1st thing i've tried before anything else. It says it resets successfully, but does not fix issue.
Unfortunately, I got this second hand...It worked great until it started boot looping, so returning it, isn't an option. I guess the baseband chip
got messed up some how. Anyways, thanks a million for the help...it was much appreciated.
