No OS installed, boots to TWRP but PC does not recognise device

I think all user of XDA are here to troubleshoot their problem themselves, we tried our best to avoid service center.

And it was waste of time in this case, since "device descriptor request fail" points to hardware failure and since OP stated in first post that he tried different USB ports and cables, it was sure that the problem is with the phone and not anything else.

I have the same problem with cable recognition, but the phone works. I've changed the USB-C module from the phone, the problem is still there. I talked to a specialist, the problem is from PCB
I say that the phone is charging only normally, fast charging does not work

Same issue happened to me, I flashed TWRP and after that can't connect to System even after trying multiple cables, PC's.
nothing happens via adb sideload or anything as we can't even push a file to internal memory to flash an OS. in this state phone has only TWRP nothing else.
OnePlus support says to change the motherboard, they can't help any further. also checked USB port and USB Strip, everything is fine. but can't access my phone any further since 11 months
