They must have forgotten to include the Ostore, this time, but take it from an original TrueSmart backer that you are not missing much.
As far as getting the Play store installed, you will need to install a compatible Gapps and Play app yourself via some sideload method, since it is pretty clear Google will never authorize Omate to pre-install these.
Hopefully, the promised ota update to fix some of the more crippling of the firmware errors already discovered on your new device will really be delivered sometime in the near future, but from past experience I would not hold my breath in expectation of imminent satisfaction.

The Ostore will allow you to download preselected apps but also gives you access to 3rd party store such as Aptoide. Omate will not add the PlayStore as long as Google has a different plan for wearables called Android Wear.
Omate is not authorized to encourage side loading and that's why the TS+ is so exciting for developers.
