goto http://developer.windowsphone.com/en-us , but you will not found any ROM any where , you can just creat a student develloper account so you can unlock your windows phone and use it for devellopement (loading windows phone sdk .... and so)
no it's not already unloked , you have to download DTK / SDK for windowsPhone and then to folow instruction according to your account (asking you to connect your phone to your pc unlooking the screen)so this unlocks the lumia 822? or is it already unlocked ready to work on other carriers

final question, when i pop the sim card in will it have the options to edit sms and mms? if not how do i get into those settings. i will be needing to edit those for a data and mms connection.yes it is ready
Sure it did. I tried it and it works.Developer unlocking your phone does NOT SIM unlock it!
having a developer account will simply unlock your phone for sideloading home made applications and will not sim unlock it. So your phone will still be locked to the same network it was before.
