Non-permanent setting: Aggressive WiFi Cellular Handover

Under the Developer Options menu I've noticed the setting for Aggressive WiFi Cellular Handover, which I prefer to keep checked - but upon every reboot it is always set back to unchecked. Why?

I don't know, just tried & had the same result, but what's the difference between that & Aggressive Adaptive Wifi Switching? They sound the same. I have never used either though.
