i tried the sound in ui and put it as poweron.ogg but still no sound on boot up.

Aosp roms like pac man have no boot sounds. Need a stock tw rom. Boot animations in aosp roms can be changed but they go in a different location. I believe it's system/etc. But double check thst.

Not sure. All i know is there's a boot animation creator. There may be a tool linked on that thread. You want to pull images from a video? To make a boot animation?
