not allowed OEM unlocking on oneplus 6 A6003

good evenening to all, and also, certainly merry Chtristmas
I've bought an oneplus 6 used.
There was a TRWP app
the bootloader is locked
and there was a ROM pixelexpirience - 2019 0219-0940-official
i would like to put in the original rom
but i think i must onlock the boot loader before.
The big problem is that when i set the developer option and i can put on the USB debbugging
but i can't put on the OEM unlocking .. i tell it enable, but it remains grey not blu (off, not on
someone can help me?
