I used app cloner (paid and legal version) for creating the launcher, weather app and clock.
Basically it helps you create a clone of any app so that you can use it other than the system app too.

You can use my apks/or download from apkmirror.com and create clones and install on your devices, it will work then.
VERY USEFUL FOR INSTALLING ALL PIE APPS ON OREO NOTE 8

Can't share the app cloner apk as I have paid for the same and it can be found via Google search- can't violate rules of the community.

If what @dj_iiml suggested doesn't help, what worked for me was to go to Settings > Apps > Weather and then allow all permissions. The app also requires a wifi connection. It doesn't update over data. I don't know why
