Notification pull down proble + RSA message

I have a problem with my phone after flashing a firmware is that the notification pannel is not pulled down also when I try to connect with adb there is no authorization and I don't get the RSA message to allow the pc to connect, is there a way to solve, or is it possible to flash a firmware without twrp or dload method as also the dload method don't work
