Notifications just keep turning on - can't change priority

Hello,

I want notifications popping up while doing other things turned OFF. So I switched off 'groups chats' and 'chats' in the Whatsapp settings in the Android settings menu...
But the switch just turns itself back on!
I can't even change the priority from 'urgent' to 'low'. Well I can, but it immediately changes back to 'urgent'...

What is wrong here?
I am at Oreo open beta #24.
