My guess is that even without a SIM card the phone can still "phone home" just like you can still use it for emergency calls

Maybe the secret is use ADB to uninstall the phone service, keep it on WiFi and try then. Then an OTA to get the phone operational again.

I think this was the method used...

Pretty close I think. I I had to recall because I didn't think what I was doing was going to work and of course..it did. I think I had a decent recollection of rebooting before the update. I could stay where I was at but if I upgraded to anything higher I would have to stay at least there in that version. Tried to stay as earlier as possible until I was comfortable it stuck with reboots. I may have even rebooted a few times to make sure.

If you successfully ran the fastboot flashing unlock cmd,that's how you got the com.andriod.phone reinstalled is my guess,because it wipes your phone I think.I Should have tried this with the October OTA. I adb sideloaded the update,should have gotten the toggle on then sideloaded the October OTA.I mean I could still do that in a sense but who's to say it will do anything.Do you have root right now since you have your bootloader unlocked?I would love to see a screen shot or run fastboot getvar all to see the output,I saw the pic of the buyer code and all that confirming it is a Verizon varient,but nothing showing the bootloader is unlocked.

1 year later and nobody has found any method to unlock the 2 XL verizon bootloader? wow...
It's the only Pixel device that nowadays cannout be unlocked... So sad.
Next time I will buy the Google variant although I leave my life in it

I just got one off of offer up, hasty sale, came with a home mini and Chromecast, I didn't really check it out, Verizon variant ?. Still a great phone but man I messed up lol.

Just to confirm, there isn't actually a working way to unlock the Verizon variant bootloader right.... Title is a bit misleading.
Correct. OP got a VZ version that was listed as a Google version in the system that allows unlocking. He kept it off line while he threw random stuff at it, thinks he did something and then put it online. That allowed it to phone the mothership and get permission to unlock.

Only works on Android 7. Did any pixel come with that or just Oreo. Most of us are Oreo or pie.
Sunshine has on their website what is called a 'depixel8'
But only mentions the Pixel and Pixel xl.
Not willing to try it unless they give some confirmation.

Guys I am not a Dev. But why we can't repack an OTA with patched boot img? I know that the stock recovery uses some certificates to validate an update but actually release.pem file is available on device itself. And /res/keys could be extracted from stock recovery img. So basically we just need to sign zip archive properly. Did I miss anything?

You missed Google's private key. Without the other half of the cert chain you can't sign it.

This happened to me too, and was able to unlock bootloader but it was because the VRZ_FRU units are OEM Unlockable from factory. Shhh! Youll ruin it for the rest!

Which version are you using for pie?

Tried it on pie, no sim, but I was active before. Oem unlock became blue, I could toggle it... But upon going into fastboot, all I got was when doing "fastboot flashing unlock" or unlock_critical was "flashing not allowed

Update: left it charging all day, upon checking up again after hours, the toggle became grey again.

Update 2: Indeed, all i get is FAILED (remote: Flashing Unlock is not allowed) and upon reboot oem unlock becomes grey again
Which version are you using for pie? I up to date new version PPR2.181005.003, It's can't enable oem unlocking. I erase all data.
