oem unlock?

What is the purpose of this switch? I found it under developer options. Does it have anything to do with maybe unlocking the bootloader? I saw that in the thread for cf auto root for the exynos version, it needed to be turned on to flash cf auto root.

It's like reactivation lock, nothing to do with the bootloader.
