I use P9 for Europe region too. I think that C100(Europe) and C229(Japan) is almost same.

I don't think so. I haven't seen any messages anywhere about it at least. Anyway think twice if you really need it or not. I came to not doing anything to this part of tablet.
Here is a link of a post saying that the oeminfo of other devices has IMEI on it.
I am currently researching which has and doesn't have IMEI on them, to be on the safe side.
I might as well share.
