Guess I'm confused. Can't seem to figure out how to get root access to install TWRP. And also I can't get it to work with the Fastboot method either. It says it flashes, but it just keeps going back to the normal fastboot.

After flashing TWRP in fastboot you must boot straight to recovery from the fastboot mode.

I can flash TWRP but TWRP thinks my phone is encrypted even though it's not.

This install never seems to stick. If I flash it and then manually reboot to recovery holding vol up and power TWRP comes up ok. But after that if I reboot again it keep disappearing and going back to the stock recovery.

You might have your internal storage encrypted. Try this first. Download the official twrp app and install twrp image and flash twrp directly from there. Then, reboot to recovery. Then, test your reboot to recovery a second time. If the problem persists you'll need to start from scratch with this:

Installation Instructions:
- Make sure your bootloader is unlocked!
- Boot to fastboot mode
- Format your data to make sure that the installation will be clear using the command: fastboot format userdata
- Flash TWRP Recovery
- Boot to TWRP recovery
- Mount all the possible partitions
- Wipe your data,cache,Internal storage,dalvik DONT WIPE SYSTEM OR YOU WILL BRICK YOUR DEVICE
- Using MTP or OTG copy the xiaomi.eu rom to your device
- Flash the Xiaomi.eu rom
- Wipe cache and dalvik
- Reboot

Ok, that certainly gives me something to go on, I'll have to wipe everything and start over.

You don't have to . I think I had to actually flash something from recovery for it to persist. Currently I'm on chinese 8.8.9 with encryption and twrp. Just rebooted and it's still there.

You tap cancel when it asks for your password and then everything except Data is available. So you can flash whatever you want. Only Data is encrypted. At least that's how it is on 8.8.9.

about roll-back

Sorry if i am being a noob, Has anyone tried to install on an anti-rollback enabled, mine is 9.6.12.0(OEDCNFD), if i flash twrp can it be bricked?
is there any guide specific to these anti-rollback?

No, it won't be bricked. Arb is only for roms. You can't revert to older roms.
