Why does nordic have a different one? Does same changelist mean exactly the same rom?
Your rom is more updated Check the last characters in the PDA field. Changelist is only for kernel changes. PDA code number denotes the version you are using. I>H so your rom is newer (Samsung apps are likely to be newer) than the one of the rest of the countries.

Is it possible to flash ONLY firmware, without wiping the OS?
If so, which fimware files do I flash and in which options in ODIN, "AP, CSC, etc"

Only if you are going to keep the same CSC. In such case flash ap, cp, bt and home_csc files.
If you want to change the csc you must use the csc file (instead of the home_csc) which will cause the phone to factory reset.
Example: if you are using a rom with the BTU csc you should flash either a newer version with the same CSC (BTU) or any multi-csc (newer) version that includes BTU. CSC can be single (one country, one carrier) or multiple. For example in My country (Argentina) the unbranded rom csc is ARO so I can flash either the ARO rom or any rom from with csc that includes ARO (for example: the ones with TPA csc)
