According to Droid Life a new update is rolling out that allows you to use the "OK Google" hotword detection from just about anywhere. Very cool.

The main gotcha is that I think the phone has to be plugged in for the feature to work, though that may only be the case for it to work from the lockscreen.

Even if you download and install the APK, apparently it's a feature that has to be activated server side for your device in order for it to work.
You can toggle it on (once the 3.5.14 update gets pushed out to your phone) by going to Menu>Settings>Voice>"Ok Google" Detection.

*Edit: ugh. still can't post links. here's the article: droid-life.com/2014/06/25/google-search-3-5-14-adds-ok-google-hotword-everywhere-plus-audio-history/

I'm on Android L now and can confirm this...however, the claim of must plug in to work is not true. I was unplugged and went into the Google Now settings and just flip the bit.
