To clear confusion:

edit build.prop line ro.build.type=user to ro.build.type=dev, reboot.
Dial ##778# and select PRL, then choose your new PRL from your sd card, commit changes.

Thank you to everyone who made this discovery possible.

Code:
I have no idea if there is another thread for 4G LTE PRL updates on device so I am making this one because I hate having to use my computer. None of these programs are mine I'm just gathering the info for someone else to use.

Step one - Download zip from this post [URL="http://forum.xda-developers.com/showpost.php?p=38226436&postcount=803"]LINK[/URL]

Step two - Install in recovery

Step three - Download whatever prl you want and place in on your internal SD card

Step four - Dial ##778# and enter your MSL

Step five - In the tab marked "Modem Settings" change "clear All MRU Entry" to a yes

Step six - under the PRL tab click update PRL and select the one you want after it loads them up, then after clicking ok go back and do the exact same thing again so the radio dial shows its selected.

Step seven - Commit Changes

Step eight - ????!??!?!PROFIT??!?!?!?!!??!

Yes it does as some allow for full 3G roaming if it's a corporate prl.

I know it's a samsung thread, but since the installer is for Samsung you'll need to extract the apk to system/app/ and set permissions to 755. Clear cache, reboot, then try it.
Can you clarify what you mean by set permissions to 755? Not sure how to set permissions to "755"

Did this with no success... Never get to the ##778# menu.. Has anyone but the op got it to work?
