i just bought it today i dont have a clue im trying to update it does say its up to date
i cant even do local upgrade

there's no way to update yours the normal way. everyone else got A.10 as the stock rom so there's no A.09 to A.10 OTA. You need to flash each OTA in succession to update to A.14. Only thing you can try now is read this thread for A13 developer preview and install the local update apk and then flash the A.13 rollback rom, then use ota to update to A.14. https://community.oneplus.com/thread?id=1581141

If someone's done the leg work themselves then they may not be as sympathetic as some other people...

Are you still on the chinese region?

Hasn't anybody given you the steps you need to take? I think it's been mentioned quite a few times man. I think you have all the info you need
