Yes it is. Just flash Android 9 bootloader

i use beta 4 after clean install and have found some bugs:
1.) at my phone external sd card is not available after reboot ( i have to switched ext. sd on in setup/memory manager)
2.) after reboot the ultra data saving app crashes
3.) ultra data saving setup crases if i try to use it

without success to detect the sdcard. Thanks again.

go into setup/device care/storage/advanced and mount sd card manually! that is the trick.

geh in die Einstellungen -> Gerätewartung -> Speicher -> Erweitert und melde die Karte manuell an!

Can I flash V1.D on the V1.C . Dirty flash..

if you want to do it save, please backup your data partition just before! so you will be able to restore it fully after clean installed version "D"

1.) boot into twrp and backup only data
2.) install update
3.) boot into system and finish first setup
4.) reboot into twrp
5.) restore data partition only
6.) reboot into system

that works for me

I don't know if this procedure is really necessary, but I didn't want to do any more experiments

Edit:
I have tried with dr.ketan rom too. in this case, it works without point 3 u. 4!
Maybe it could work for Beta 4 " D" too.

For this rom, I wanted to install apks from Root Explorer/File Manager but it always says there's no compatible app to install the apk. Is there a workaround?

i cannot flash the dr ketan bl file for this beta 4 rom. it is stuck on rqt_close and after some minutes is says fail. then my phone shows sw rew check fail device 4 binary 3. does anyone know what to do? and i have N960F not N or others

Not complaining or anything but would it be possible for you to release a version pure based on the Note 9 beta without the S/N10 stuff? No use to have items like wireless powershare and similar on our Note 9 right?
