Local update will wipe.
Just be sure to reboot AFTER installing magisk OTA. Do not reboot after update.
So, to summarize, updating to 11.0.1.1 global will wipe data!! Make a backup using oneplus switch and store on pc!
Then:
Install update via Local Update
DO NOT REBOOT!
Open magisk and install magisk on inactive slot (ota)
Reboot.
Allow set up to finish.
Move the backup you created with Oneplus Switch back onto device
Use oneplus Switch to restore the backup.
Profit.
yeah i just noticed oxygen updater says that if you are rooted you need full ota to update

The notification for 11.0.2.2.IN21AA came up today. Guess us N American users can just skip 11.0.1.1

Have you been able to install the update? I've been trying for over an hour and get this every time. Can't figure it out.

I used the app Oxygen Updater. It downloaded the 11.0.1.1.in21aa full ota. Installed as usual for root - disable all magisk modules, restart, install local update, DON'T RESTART, install magisk direct, install magisk inactive slot, restart.
Update was normal. Data WAS NOT wiped. I'm sure the 11.0.2.2 will be on the app in a few days. No need to check this thread anymore for me.
11.0.2.2.in21aa is available on Oxygen Updater. I installed same as 11.0.1.1 above. Did not wipe data.

I tested the original link on OP website which gave me an 403 as well. This is related to a proxy server I was using(NordVPN). After I temporary disabled the proxy, the download just works fine.

As far as i know Global 11.0.3.3 isnt released, only 11.0.3.3 for EU.
When you are from Germany you can easily switch to EU version. I'm from Germany too and also switched without any problems.

18As OnePlus doesn't always provide download links for all of their OxygenOS ROMs & OTA update zips, we've created an index to put the links in one post so that they're easy to find.

For the sake of simplicity, only signed flashable (full) zips are listed. These are recovery flashable zips of the full ROM that won't overwrite your data partition unless mentioned otherwise.
On OxygenOS 10 and 11, they can be flashed via local update in Settings --> System --> System Updates.
On OxygenOS 12, the local update APK (original download link https://oxygenos.oneplus.net/OPLocalUpdate_For_Android12.apk , mirrored at https://www.apkmirror.com/apk/onepl...ystem-update-1-0-0-s-dp-android-apk-download/ ) must be installed. It will become available as "System Update" in the app drawer.
With OxygenOS 12.1, OnePlus brought back a native local update for the EU and IN builds, that is available after enabling the Developer Options.
The following is intended for the EU and IN builds of OOS 12.1 and up:
On OxygenOS 12.1, the built-in local update is available via Settings -> About Device -> Up to Date -> Tap on the three dots.
On OxygenOS 13 and 13.1, the built-in local update is available via Settings -> About Device -> OxygenOS -> Tap on the three dots.
The following is intended for the GLO builds of OOS 12.1 and up:
For OxygenOS 12.1, 13 and 13.1 the OPLocalUpdate_For_Android12.apk APK (mirrored at https://www.apkmirror.com/apk/onepl...ystem-update-1-0-0-s-dp-android-apk-download/ ) must be used. It will become available as "System Update" in the app drawer.
Packages with build tag IN21DA are intended for the following variant:
IN2011: India
Packages with build tag IN21AA are intended for the following variant:
IN2015: Global
Packages with build tag IN21BA are intended for the following variant:
IN2013: EU
Packages with build tag IN68CE are intended for the following variant:
IN2015: Visible (somehow OnePlus decided to reuse same model number and FCC ID for this variant). As it has OnePlus8Visible instead of OnePlus8 as pre-device value of metadata file in META-INF->com->android it may not be able to flash Open Beta builds.
IN2010 units are Chinese units running HydrogenOS out of the box and may be able to run OxygenOS after conversion via local update. They will however need to format /data and wipe cache to avoid bootloop.
IN2017 units are Sprint and T-Mobile units running their own version of OxygenOS labelled IN55CB and lack local update option in Settings->System->System Updates and are therefore not supported.
IN2019 units are Verizon units running their own version of OxygenOS labelled IN67CD and lack local update option in Settings->System->System Updates and are therefore not supported.
Should someone wish to crossflash their device to a regional ROM different than the one present out of the box, it is advised they take backup of their /persist partition beforehand by using dd if=/dev/block/bootdevice/by-name/persist of=/sdcard/persist.img (you must have root access, which is not something I'm going to explain here) and moving it to their computer/cloud
