I don't own this device (my daily driver is a 10 Pro), but I nonetheless second what @avid_droid said, meaning you should fully wipe your phone when attempting to downgrading, so that you avoid unforeseen issues.
There's a downgrade zip to C.62 listed in the OP, you could try using it and then installing F.16 by yourself. Also about the downgrade zip, I think it would be more appropriate to use it via built-in local update than via TWRP.
Another way to downgrade would be using MSM tool to go back to OOS 11 and then installing OOS 12 prior to flashing OOS 13, but that would be somewhat overkill.
(Btw I'm a guy).
If I well understoood you don't recommend to downgrade by using TWRP but you have advisde that : "They can be flashed via local update in Settings --> System --> System Updates or TWRP recovery".
I well know about downgrading by using MSM tool and your C.62 downgrade zip but my question is about using them with TWRP...
So, is it better to don't use TWRP for downgrading ?
If so, I think it would be better to delete such information....
Just a question : is the C.62 downgrade zip flashable through any custom roms OR is it intended for use with stock roms only ?
