Hi there,

I don't own this device (my daily driver is a 10 Pro), but I nonetheless second what @avid_droid said, meaning you should fully wipe your phone when attempting to downgrading, so that you avoid unforeseen issues.
There's a downgrade zip to C.62 listed in the OP, you could try using it and then installing F.16 by yourself. Also about the downgrade zip, I think it would be more appropriate to use it via built-in local update than via TWRP.

Another way to downgrade would be using MSM tool to go back to OOS 11 and then installing OOS 12 prior to flashing OOS 13, but that would be somewhat overkill.

It should be fine to flash it via TWRP as well.
No the downgrade zip files can only be used within OOS and not from a custom ROM.

This sentence is mainly intended for zips that allow upgrade, since ultimately the application of downgrade zips is only guaranteed to work when flashed from OOS via local update (in the way this is the only scenario explicitly listed on OnePlus' forums when they are listed there).

I however do agree this could be better explained in the OP.

I received notice today that OOS LE2125_13.1.0.500(EX01) 1.91GB is available to download and install.
As much as I want to, I am waiting for someone else to pull the trigger and report back to us.
My wife's Oneplus 9 has the same update waiting also.

Added 13.1.0.500(EX01) (EU) to the OP.
It is the first OxygenOS 13.1 build for the device. The build number format being different is due to OxygenOS 13.1, see OnePlus' post on their forums for reference.

if you want it really clean, use eu msm tool and work your way upto ex01 via otas.
