Turns out the ota required more storage, i had 4gb of storage left so i cleaned more and then i updated via ota and it got installed. Thanks for the reply though
As,written in OP, OOS LE28DA is an Indian build and devices with LE2100 model number are Chinese units which typically ship with ColorOS out of the box.
There is only 1 Oxygen OS for 9r and that's the Indian build.
You can use the MSM tool to convert Color OS to Oxygen OS Indian version. Please be aware that you cannot go back to color OS (no MSM tool available) once you flash the Oxygen OS

I bought a second hand 9R! the model is LE2100. but the oxygenOS is installed!! According to OP this is the Chinese Model. and i can assure OxygenOS is working perfectly in the Device.
I can get the 9R here in the UK through an eBay seller. Should I? As far as I can tell it only comes with Indian OOS so will it work properly here?
The OS shouldn't be an issue. As long as the bands available are compatible with your carrier, that is.

8As OnePlus doesn't always provide download links for all of their OxygenOS ROMs & OTA update zips, we've created an index to put the links in one post so that they're easy to find.
Note: This is not a support thread for issues you may have with OxygenOS ROMs. If you need help installing or updating, feel free to ask here. If you have any other issues, please ask in another thread.
For the sake of simplicity, only signed flashable (full) zips are listed. These are recovery flashable zips of the full ROM that won't overwrite your data partition unless mentioned otherwise.
On OxygenOS 11, they can be flashed via local update in Settings --> System --> System Updates.
On OxygenOS 12, the local update APK (original download link https://oxygenos.oneplus.net/OPLocalUpdate_For_Android12.apk , mirrored at https://www.apkmirror.com/apk/onepl...ystem-update-1-0-0-s-dp-android-apk-download/ ) must be installed. It will become available as "System Update" in the app drawer.
With OxygenOS 12.1, OnePlus brought back a native local update, that is available after enabling the Developer Options.
On OxygenOS 12.1, the built-in local update is available via Settings -> About Device -> Up to Date -> Tap on the three dots.
On OxygenOS 13, 13.1 and 14, the built-in local update is available via Settings -> About Device -> OxygenOS -> Tap on the three dots.
Packages with build tag DA are intended for the following variant:
LE2101: India
Chinese units LE2100 run ColorOS out of the box. It is currently unknown if they can be crossflashed to OxygenOS.

Downgrade zips (will wipe your data)
