Local update doesn't seem to be available to me. When I choose "System update" from settings, I just get a plain Google/Android screen that says "Your system is up to date", with no gear icon or anything (it doesn't even mention my Oxygen OS version).

@OPTeam since it isn't possible to install a full OTA out of the box, I think it may be useful to use the second post to show the methods for installing a full ota.
Could anybody please be so kind to upload full zip of 11.0.14 EU? Couldn't find it anywhere, neither OnePlus site and Oxygen Updater have it and can't root without it

As per the filename you haven't used the correct zip: you need to use one of the zips listed in the Downgrade zips section of the OP. -

For the sake of simplicity, only signed flashable (full) zips are listed. These are recovery-flashable zips of the full ROM that won't overwrite your data partition unless mentioned otherwise.
On OxygenOS 11, the local update APK (available at https://www.apkmirror.com/apk/onepl...-0-210114225639-6769471-android-apk-download/ ) must be installed. To enter it, an activity launcher such as https://play.google.com/store/apps/details?id=de.szalkowski.activitylauncher must be used to access the com.oneplus.localupdate.ui.home.HomeActivity activity.
With OxygenOS 12.1, OnePlus brought back a native local update for the EU and IN builds, that is available after enabling the Developer Options.
The following is intended for the EU and IN builds of OOS 12.1 and up:
On OxygenOS 12.1, the built-in local update is available via Settings -> About Device -> Up to Date -> Tap on the three dots.
On OxygenOS 13, the built-in local update is available via Settings -> About Device -> OxygenOS -> Tap on the three dots.
The following is intended for the GLO builds of OOS 12.1 and up:
For OxygenOS 12.1 and 13 the OPLocalUpdate_For_Android12.apk APK (mirrored at https://www.apkmirror.com/apk/onepl...ystem-update-1-0-0-s-dp-android-apk-download/ ) must be used. It will become available as "System Update" in the app drawer.

Ehm the lack of change in system update was expected, as I mentioned previously an activity launcher such as https://play.google.com/store/apps/details?id=de.szalkowski.activitylauncher&hl=fr&gl=US may be needed. I believe the relevant activity is com.oneplus.localupdate.ui.home.HomeActivity3
