OnePlus ROM installation USB DEBUGGING NOT ENABLED

Guys pls help I have unlocked my bootloader and have a twrp recovery but I have formatted complete data n chase n everything it shows my sd card is empty in recovery I am not even able to sideload through ADB as I have not enabled my USB debugging and unable to mount otg pls help is there anyway to flash stock ROM or any other ROM.

Boot into recovery and sideload the OOS image available on the OnePlus site download section.
