Better battery life! I think fixes will be under the hood that we don't really see and feel
I think it will fix the blur effect suddenly appearing on the wallpaper, some random reboots. Maybe improve some animations and fluency.
Yes, each smartphone is a different environment. I have read that some have multiple restarts in the day. In my case a couple this week. Perhaps it is a matter of compatibility with an application.

I dont think you need the card to be active at all, as long as it reports the carrier code, it probably doesnt even need to register.
EDIT: October/AUIE is out. A friendly reminder that flashing the Beta over this one will MOST DEFINITELY NOT WORK.

I flashed DBT version OneUI 4 beta on my Phone with CSC code INU and everything including gpay works fine

May do for a few days, when your device no longer shows as certified in the Play Store then it will stop, iof you use it exclusively just makes sure you have your credit or debit card as a backup!
I had the same experience, GPay worked for a day or two, then complained about the device not being certified, and stopped working. Yet my Play Store still shows as certified.

Maybe Beta 2 will come right after October Patch and this will be the base for Beta 2 for UK, Germany and Poland that are still waiting for Beta Program to start there...I was right about an update, just not beta, AUIE October patch is out.
