FYI, there was a sale on amazon for a couple of quick charge devices by onite so i picked them up. they (onite) were a bit evasive when i enquired on actually being QC 2.0
so i ended up emailing Qualcomm just to see and here is their response:

Hi Chris,

Thank you for bringing this to our attention. To my knowledge, this company has not passed UL’s QC 2.0 certification process and they have not licensed QC 2.0 from us. We have created the UL certification process and the listing on our website to provide confidence to consumers that the products that have been approved will work as expected. However, with accessory manufacturers all over the world, some unapproved products are bound to get onto the market. I would recommend returning that solution to Amazon and buying something that is listed on our site if you want full confidence of compliance with the specification.

We will contact Amazon to address the unlicensed product.

it wasn't the easiest to get in contact with qualcomm, I called someone who was on the marketing materials for QC 2.0 but they had not a clue, so what i did was found a UL engineers name on one of the approval sheets for another QC 2.0 product. figured out what their email address at UL was. Then I used google translate to email them (since they were in japan) they passed me off to 2 people in the US who then referred me to Josh at Qualcomm.
