That's because of your Substratum theme.

Its a pretty simple thing to configure with virtually every automation app out there, most here are familiar with Tasker.

0) Working ArCore from Play Store (validated with the "Google Measure" app) and Arnova GCam
1) Installed latest AR Stickers from APKMirror.
2) Launch GCam > I see AR Stickers in the hamburger menu-item
3) Selecting AR Stickers from the menu brings nothing to display

What could be the issue?

You can't use the official ARStickers unless your device is officially supported for ARStickers, which is not the same as being officially supported for ARCore (yours is officially supported for ARCore, but not ARStickers)

Follow the directions here (updated with my help):

Since your phone is ARCore officially supported, you just need the latest modded ARStickers from that link (uninstall the version you got from apkmirror first).
