No, they're made by OnePlus and as far as I know latest one they have is based on 9.0.11 (which is present in OP)

OnePlus is working on their OTA servers as we're speaking now, either be patient or head to https://forum.xda-developers.com/on...xygenos-4-5-2-7-1-1-ota-t3627003/post72799040 to get latest build.

Went with the patience :silly: and just now as i woke up...got the OTA.

You the man. needed to downgrade from 10 and tried to use my old 5.4.3 msm tool I've had forever, but it wasn't prompting for updates. 9.0.11 msm worked awesome. Thanks again

All unbrick tools have MSM Tools by default. If for any reason it does not, you can use 9.0.6 or even 9.0.8 one.

How to get into edl

Greetings,

I don't know how to extract the content of the .ops file so cannot assist on that.
I however can provide assistance regarding the Sahara communication failed error once you reach it:

Press Stop button in MSM tool interface
Unplug your phone, maintain power button and any volume button to get it out of EDL mode until you feel a vibration.
Wait 15 seconds.
Maintain power button for 10 seconds.
Get back in EDL mode, plug your phone to your computer, click on Enum button and click on Start button
