Oreo, Wifi shows running constantly?

Have a Tmobile Note 8 on android oreo, when I use better battery stats, it shows that my wifi is running 100% of the time despite wifi being off and the having "keep wifi on during sleep" setting set to never, any suggestions or anyone having the same issue?

It should be this setting that is enabled.
(It for apps to use wifi in background, even though
you switch the settings "keep wifi on during
sleep"
On device (when wifi is off go to) /Settings /Connections/ Wi-Fi / you will /should see the
following wording...
" To improve location accuracy, turn on Wi-Fi scanning in Improve accuracy settings."
tap on 3 last words
It will take you to page "Improve Accuracy"
swicth wifi scanning off.
