It may not be on ATT's servers yet. The full build # is NRD90M.G891AUCS3BRD1.
Ah, I'm an idiot. I had assumed that going from bootloader 2 to 3 would be an update rather than a security patch, so I was looking for S2BRD1 and U3BRD1 but not S3BRD1. I see that build now. 41MB and must contain the April security updates. I saw your message right after installing U3CRE2, so now I'm not on the official path. Doh.

Looks like me you and that other fella have to wait for a full official Oreo firmware before we update or risk some serious bricking lol

Ha ha. Darn. Luckily, the CRE2 Oreo seems pretty solid. Has nice new goodies and the only bug I've found so far is that I can't make the icon frames go away on the stock launcher. But, there are a lot of features I never use, so can't say this has been any kind of thorough test. Here's hoping someone gets a full ROM together in the relatively near future, but if not, my phone could happily sail away into the sunset with the software it has now and I wouldn't be too bothered.

I just noticed there is a 2.24mb file in the nougat firmware section s2brc1 to s3brd1. Really odd ( the russian cloud mail website)

Oreo should be here in June or July, we'll see, the S9 Active is also coming out, but I like the smaller screen (more runtime with the battery) and buttons on the S7 so we'll see what they do with the S9 Active.

Do you find Oreo to be more responsive than Nougat?

I'm on 3crd4 and I can say Oreo is as responsive as nougat was. Only issues as follows:

1) occasionally bogged down when using Google maps. ( unsure of it's Google maps or that this Oreo is beta)

2) swiping through app screen is sometimes choppy

App screen?
. In nougat you select the bottom right icon with the multi folder pic and it pulls up all apps to choose from. In Oreo you swipe from the bottom ** up to access them. I hope that makes sense

v4. SS-G891AUCS2API2-to-U2APK2 (409 M) Download (G891AUCS2API2 -> G891AUCU2APK2)
v5. SS-G891AUCU2APK2-to-S2APL1-UP (44.7M) Download (G891AUCU2APK2 -> G891AUCS2APL1)

UPDATE: Full Nougat update via ODIN
After waiting for a root, I have finally given up and updated my S7 Active to Nougat via ODIN. I have a network unlocked S7 active, the update when smoothly and fixed the lags and didn't change network status. The internal storage was fully wiped.

Here is the thread for the ODIN package:
https://forum.xda-developers.com/s7-active/how-to/g891a-android-n-offical-odin-package-t3581042

.
I have my S7 active and it has network unlocked, I want to downgrade it from the baseband BQF2 to BQD4 because I tried to rooted and I couldn't and for that reason I can't use samsung pay or S health. Do you think that if I downgrade it, the network will be locked? Another thing is when I turn on my S7 active on screen appears the word "Custom" and an unlocked padlock.

Got a stock ATT S7 Active, currently running BRC1, started getting update notices the last couple of days. Download succeeds with a 41.45M file, but when it reboots the system it gets to 25% then fails :( I tried all the usual stuff - clear cache, etc - with the same result (or rather lack thereof). Finally nuked to device and started fresh - same deal. A day later, update didn't show anything new, then three days after the same package showed up again with the same fail. Any idea if this is a broken ATT G891AUCS3BRD1 package or?

I'm confident that it remains network unlocked, but don't take my word for it alone.

It probably is - the file size matches BRD1 as far as I know. You could contact ATT about it.

update from S3BRD1-to-U3CRE2 is up on ATT servers. That makes two updates to U3CRE2 so that "might" be the official Oreo for the phone. I'm not seeing any major issues with CRE2 having used it for a few days now. But, to be sure you don't get stuck on a dead branch, you should wait until someone chimes in with an official ATT update notice.

EDIT: looks like @khaliullov beat me to it. That update has been on the mail.ru site for a couple days now.
