You either do not have a WiFi only 8" model or need to install a more recent recovery. Use philz recovery and this error should go away if you have a 310.

First try booting to recovery then wipe dalvik and cache. Then reboot tablet.

The second option is to use ketuts blackhawk kernel.

Check if md5 of your ROM download matches. If so reflash ROM wipe dalvik and cache and try to boot. The most recent blackhawk kernel may not boot on this 4.3 ROM as its made for 4.4. If that doesn't work I'm out of ideas for you.

Running this and love it but have one question hoping someone can help me out. I never mess with hybrid settings but right now I have no status bar. I have to swipe down from top and then I get the notification window on bottom right. I've tried a few things but then I get the navigation bar on bottom which I don't want. Any way to just get the status bar to show?

Edit: figured it out

Custom Kernal, why?

http://www.androidfilehost.com/?fid=23306841710657676 here is the link. Make sure you flash one of the available NEXT kernels before rebooting. I will update my op tomorrow with details and thank yous.
I recently purchased the Samsung Galaxy Tab 3, model SM-t310, wifi Only, I was able to root and install TWRP, but I wish to install a custom rom. I have downloaded the Pac Man Rom for the SM-T310, but I'm not sure why I would need to install a "kernel". I downloaded the 4.3 rom. I am currently running4.1.2, with the stupid tablet asking my every three hours to update, which I DON'T want to do. I have lots of experience with Samsung rooting and roming, but I've never had to install a kernel, nor do I know how. Please explain why this is necessary, how to do so, and where to find the kernel. Thanks..

I would recommend blackhawk next kernel that can be found here http://forum.xda-developers.com/showthread.php?t=2522091

[KERNEL][SM-T31x][SINGLE/DUAL BOOT][STOCK/CM] blackhawk's NEXT kernel 1.7

This is the procedure to flash the kernel. You need to download 2 files from that thread. One is the Mali repack with a file size of 804kb you will find it somewhere in the middle of all of the downloads in the first post. The file name is mali-400-r3p2-01rel3-repack-t31x.zip*-

The second is the actual kernel, you are looking looking for the 1.7 t310 kernel file name blackhawk-next-kernel-1.7-t310.zip*-*

Once you have these 2 files, the ROM and suitable gapps.

Reboot into recovery and do a factory reset.
Install the ROM first
Followed by gapps
Thirdly you flash the kernel
And lastly the Mali file (this is actually a gfx driver).
Reboot and you should be done. Some people will do things in a slightly different order, it is not too important as long as you remember to flash the kernel and gfx driver AFTER you flash the ROM.

Hope this helps.

Thank, you for your prompt, concise response. All those steps make since, but it still doesn't make since why I need to flash a new kernel. Isn't the kernel usually built into the rom?

Also, when you say to do a factory reset, does that mean an advanced wipe, data, system, dalvik ,internal data, etc?

You don't have to flash a new Kernel unless want the benefits. For example you may want a over clocked kernel.

I use philz touch recovery and just do a factory reset ,,(it is an option on the recovery). I tend not to format internal data or any other advanced options, it is also good practise to wipe the dalvik cache but I have forgotten to do that a few times with out any real problems. As jrv says you should not need to install a custom kernel as the ROMs I have used all come with a functioning kernel.
The advantages are that often custom kernels will have a benefit such as better battery, more speed. Or in the case of blackhawk I think it makes the tablet a bit more responsive and also great battery life.
