In version 4.5 they disabled the ability to disable themes because of "Google play" and I was wondering if there is any way to get that ability back?

Yes, take an other package disabler app in play store.

I have a solution,
Try to use this app "App Package Disabler (Samsung)" in Google Play
https://play.google.com/store/apps/details?id=com.kunkunsoft.packagedisabler
After start this app, search "theme" keyword, and tap to checkbox to disable Theme App by manually
If you are using "Package Disable Pro", please enable all Bloatware before using this app
