Try this:

adb shell settings get secure user_setup_complete

If it turns out to be 0, set the variable to 1 like this:

adb shell settings put secure user_setup_complete 1

Then reboot the phone and hope it stays off....

If that doesn't work I recommend a clean flash and make sure to complete the setup wizard.
Having installed this rom countless times for testing, I can say without a doubt that I've never had the setup wizard pop up again after completion.

I'm still having that notification problem. Coming from Pa5, to perform clean flash like you suggested, I'll just follow OP right? Or I can just factory reset? can I also back up my apps thru migrate, and then restore them after clean flash? Would that be ok?

A factory reset should be fine. If you have enabled the Google cloud backup option, the apps should also (for the most part) be restored with their settings.
You will definitely need to backup internal storage with your videos and pictures. Not sure how well migrate works for the apps, tried it once and it kind of failed.

Migrate works great. I used it many times witout even one error. I switched between custom roms and MIUI (xiaomi.eu) and custom roms. No problems. For sms/mms messages and calls I use SMS Backup & Restore.

Would dirty flash this rom from pixel experience be fine? What would be the steps?

go to settings-apps-show all-find google something something-force close until it goes away than just deactivate it. worked for me

Finally flashed yesterday Q5. Very good rom! So far very stable. Plenty customization and features available.

I suggest disabling dc dimming, because it's causing many issues...

Will this release receive monthly security updates until Ruby is ready or will it stay on September indefinitely?

    On the first launch, you’ll notice a clean setup with a beautiful wallpaper from Hampus Olsson, who teamed up with us again to create several beautiful pieces of artwork. Hampus is a multi-disciplinary artist whose design stands for itself and we’re glad to have him onboard. We also added further UI touches that we believe enhance the overall user experience. You can find all of the Paranoid Android wallpapers and many more in the Abstruct app, included in our builds.

    Our builds are based on the Code Aurora Forum Android base, which is optimized for Qualcomm platforms and has a higher degree of performance, battery life, and functionality compared to the Android Open Source Project platform. The Paranoid Android team and contributors are focusing on squashing existing bugs, and implementing and improving features, performance, and stability. We are dedicated to providing a user experience with the stability that you can expect from stock ROMs with best-in-class performance and features to help you get the most out of your device.

    As we are growing on our list of supported devices in each release, we require of a stronger build environment so we can speed up the compilation process for releases.     Requirements

    Make sure you are running the stable V12.0.1.0.QFAEUXM firmware before flashing the ROM.
    You can download it from here: Cepheus Firmware

    If this the first time you are installing a custom ROM, make sure to flash vbmeta.img using the following command:

    We highly recommend to use 3.3.1-62 (newer if available) of Mauronofrio's version of his recovery for flashing PA.


    • Reboot to TWRP
    • Format data *
    • Reboot back to recovery
    • Flash PA zip **
    • Reboot

    * Only required for the first flashing, and maybe optional.
    ** Note: GAPPS is included in the zip
