My phone appeared to no longer be activated and only worked when i had roaming enabled but didnt let me call or recieve calls. Running factory reset with stock recovery fixed it. Factory reset from boot loader also wipes internal SD so make sure to back it up.
Note: This was originally a question but figured it out and determined it deserves to stay incase anyone else has this problem, and they just happen to find this.
