Phone stuck at boot - need to access data - locked bootloader - no adb

Hi,
my phone got the Pie (9.0) OTA update, and now it is stuck at the boot with two choice :
- factory DATA reset (delete my data...)
- shutdown
...

I want to have access to my data or at least to the data.img (userdata.img ?) even if it's encrypted.
but
- my bootloader is locked
- I'm not in debug mode, so no adb
- no root or twrp obviously.
+ I have access to fastboot.

is there a way to get to my data ? ...

Also from my side. Same issue, and just need to recover the data somehow.
I've heard that there is possible way to keep user data if you load a stock ROM image which is custom modified in a way that it is not overwriting the user data part.

Don't have much experience about it anyway, so any help from anyone more experienced is more than appreciated!

Had the same problem with the update in 2 phones (both P10 Plus) and ended up with factory reset for both
