Just had a chat with AT&T. You do need to contact them and give them your IMEI to get VoLTE working. Mine now works.
Well, just got off a 1/2 hr call to them.

Indeed I now have VoLTE service on my 2XL!

The techs had no idea how to do it. He kept trying to enable wi-fi calling (didnt have the resources to do that, neither did the android specialist).

So I asked them about HD Voice (ATT version of VoLTE) again said he didnt have the resources, so I suggested that my account/phone needed to be provisioned for it, he took my IMEI, changed it in the system, and after rebooting the phone, I now have LTE (instead of H) when calling.

Now, the tech seemed quite amazed that it actually worked, which I found funny, he was truly excited it happened, I could hear it in his voice.

He apologized a few dozen times throughout the call because it was taking so long and that they didnt have any documentation.

In the end, its working now, so I am happy.

Oh and calls sound a LOT better now for the folks that have HD Calling.

Nice! Yeah, I had to get transferred to a "tech specialist" on chat.

Glad they got it working.

Well, I'm glad you've had luck. I've spoken with 4 different reps and still not working. They show my IMEI and they claim that it's provisioned for VoLTE, but I'm still getting the H when placing calls. I'm still on Oreo 8.0. Are you guys on the new developer 8.1 preview?

Based on what I have read so far, 8.1 is required for VoLTE on ATT. There was a change in 8.1, described as:

I'll go out on a limb and say that while Voice over LTE (VoLTE) on AT&T did not work on the Pixel 2 on Android 8.0, it should now work on 8.1. In the vendor image, I see an MBN configuration file has moved from ".../ATT/Non_VoLTE" to ".../ATT/VoLTE."
Article from here.

Ok I now have HD Voice on my Pixel 2xl. Took 3 reps and 4 days but finally. The original Pixel XL I have appears a no go. I also have Advanced Messages but unless I text with someone else who has it then it doesn't show.

pretty sure you need 8.1

also you will need a SIM that is HD Voice capable (according to AT&T)...

Requirements
To experience HD Voice, both calling parties must:
Be within an AT&T HD Voice coverage area.
Both caller and receiver need to use an AT&T HD Voice-capable smartphone.
Have AT&T wireless service provisioned for AT&T HD Voice.
Insert the AT&T HD Voice SIM card that came with your device.

SIM card compatibility
You need an AT&T HD Voice SIM card that is UICC-G or higher installed in your smartphone to enjoy the rich calling experience of AT&T HD voice. To verify that your SIM Card is HD Voice compatible, in the SIM card number look for the digits 27 or higher in the 9th and 10th positions.

Has anyone tried this and then downgrading to 8.0 to see if you stay provisioned?

The problem with downgrading Oreo from 8.1 to 8.0 is that in 8.0 the enhanced 4G option (HD Voice) is not available to enable, even if the SIM is provisioned.

From what I understand......att has to provision the phone to use HD features....and your phone has to have the capability....and you have to have an HD sim....but they don't provision non att branded phones except iPhones bought from Apple. My theory is though.....if you have another phone that has HD capability....have them turn the features on then take that Sim and put it in the pixel...it should work.....I haven't tried it but I think it should work.

Also...the HD features only work if both ppl have the feature and have it turned on and are both on att network....a lot of things have to come together for it to work.
