Just to avoid any confusion... you mean install the apk. Then what? Maybe this is where I am making a mistake.
From OP:
11. Reboot into System, allow OS to settle for a few minutes
12. Install MM 5.8.3 APK (like a normal app, not from within Magisk Manager)
13. Reboot into Recovery
14. Install Magisk 16.7 (1674) zip [must use the 1674 version],
15. Reboot back into Recovery
16. Reboot into System

After installing the apk (step 12), reboot into recovery (step 13), then flash Magisk 1674 (step 14)

The process is pretty cut and dry. If you're following each step as listed, with the exact same files as listed, and it's still not working: I'm not sure where to go from here.

Got it rooted! I started with a fresh install of 9.0. The silly error I made was installing flash kernel 3.03 instead of 3.0 . Thanks!
HOLY POOP SNACKS! I was making that exact same mistake and didn't even realize! I HAVE ROOT NOW! THANK YOU!

EDIT: Just rebooted my phone again aaaaaand I'm back to the boot loop. God damn it.

Shoot. That's unfortunate. Mine reboots just fine.
These were the steps I used. As you'll notice I did not flash the twrp zip. Hopefully this works for you.

1. Type in command adb reboot bootloader
2. Type in command Flash-all in adb (I did not remove -w so everything was wiped)
3. Allow phone to boot and complete initial set up.
4. Enable usb debugging and remove lockscreen security.
5. Type in command adb reboot bootloader
6. Type in command Fastboot boot twrp 3.2.2img
7. Install flash kernel 3.0 zip
8. From twrp reboot to bootloader
9. Flashboot boot twrp 3.2.2
10. From twrp reboot system.
11. Let phone settle for 5 minutes
12. Install mm5.8.3 apk
13. Type in command ADB reboot bootloader
14. Fastboot boot twrp 3.2.2img
15. Install magisk 1674zip.
16. From twrp reboot to bootloader
17. Fastboot boot twrp 3.2.2img
18. From twrp reboot system.
19. Cross your fingers.
 
I'm the guy who was not understanding everyone's magisk issue because i insatalled pie, trwp, and magisk once accoding to the op, and it has been working perfectly for weeks.

Today, just for curiosity sake i rebooted int twrp because i couldnt remember which version it was. t booted twrp, I saw it, and i tried t reboot system. No system. I kept getting into twrp. Well, crap.

So i got the pc and tried to start from scratch. Reinstalled Pie Installed trwp. So far so good could. Tried to install magisk. It installed. I tried to reboot into system, no go.

I have repeated this numeroust times, using all the hints and clues, including not flashing twrp. Nothing.

I can flash all and flash twrp but all hell breaks loose if i try magisk. And i do need magisk as I am dependent on titanium backup which requires root. Damn it all. I wish i could remember where my sledge hammer is.

Never mind. I seem to be doing just fine without root for now, but I sure hope we can overcome this issue soon. Imagine, running stock with no root, like a commoner!

Worked for me! Only 1 step threw me-- after fastbooting the 9.0 image (removed -w), phone attempted to boot into the OS which I wasn't expecting and got stuck at the G screen

So simply adb rebooted into the BL to continue. No boot loops, only that 1 instance of getting stuck at the G screen right after flashing the Pie image. Now working on getting my viper magisk module back in working order.... hoping it works!

Wait, why would the kernel version matter in this case? Flash 3.03 is the most recent. Don't see how older 3.0 and current 3.03 would case your bootloop issue.
@azbiker - am I wrong here?

I'm on Flash 3.02 with no issues, so what you are saying would make sense, unless there was a problem with the order it was flashed?

Hard to say without reading the whole history.

Over on flash thread people saying you can install any of Nathans Magisk builds on pie.

On off topic, battery life on stock pie has been dreadful. On Oreo I used to get 1.5%-1.7% average idle drain with mobile data on.
Same set of aps and same settings (apart from GPS which I just turned accuracy to off) I get 3%-4%!!

Hope this improves in August update,

Do I have to flash kernel or can I just flash magisk in OP with stock kernel?
I'm pretty sure you do not need a cust kernel to be rooted. But if you want to use one of nathanchance's Magisk builds, I's also use one of his cust kernels.

So if you do not want a cust kernel, use the 16.7 (1674) Magisk version and not one of nathanchance's versions.

I do not presently have have twrp on the phone. I think I have the kernel 3.05 linked in AZ biker's op.
Just a suggestion - maybe try staying with stock firmware, no custom kernel and no TWRP installed.
Might be coincidence but since I bought this Pixel 2XL, rooted and flashed numerous monthly updates all the way to Pie 9, have never had one glitch ever. I am now on 17.1 and 5.91 Magisk and have never had a better phone performance and battery wise - personally would not consider a custom kernel as I just can't see what one would gain.. Back in the early days I did use custom kernels and ROMS but things have evolved some since.

For those of you that might be interested. Updating to the September security patch via fastboot is pretty much back to the easy ol days like it was on 8.1. My method was as follows.

Download and extract the factory image, and place all relevant files in your SDK platform-tools folder. Which incidentally was updated to the 28.0.1 version.

Fastboot the image with the -w removed to both slots, and let it boot up each time. Or use the Dueces script if you prefer.

Fastboot into twrp 3.2.3-1. Flash the twrp installer zip, then custom kernel(I used Flash 3.06) Let the system boot up to verify. Then go back to twrp and flash magisk 17.1 and boot up.

I did remove screen lock security before I started, as well as removed all substratum overlays. I did not touch any magisk modules, and they are in full operation after I flashed the zip in twrp. And twrp is decrypting just fine with fingerprint + pin :cool:

That's it. Mr. AZ Biker, if you want to redo the OP with instructions, please feel free to do so :good::cool:

That worked. I did flash all, fastbooted trwp, and rebooted. boot loop! I started from scratch, did exactly the same thing, and this time it booted. I rebooted into twrp and flashed magisk 17.0. Got root! I did not flash a custom kernel. Thanks for your help!

I skipped August update and installed Pie September update today. Had to run magisk uninstaller, but after doing so, my pixel 2 xl no longer seems to acknowledge when I plug in a USB cable (the same one I just used to flash Pie!)... Any idea? I was able to finish installing magisk 17.1 by starting fastboot mode via power+volDown, but now that it's all done and I'm back in Pie, it still doens't think I have anythin gplugged in, though it does manage to charge and show it is charging..! But I can't select any data methods for USB, so can't even run adb. When I have it connected and go into USB settings, every option is gray (MTP, charge other device, etc - nothing is available).
And now after rebooting yet again..... root check fails. It was just working! What's going on here?!

Update: I flashed stock Sept update and USB worked again. 17.1 seems to kill it. Root works fine (apparently), but USB can't do data and ctsProfile fails (and thus Google Pay fails). What's the earliest Magisk and MM that support Pie? Will 16.7 work?? Thx all!
