So I am trying to flash twrp or at least get a way to move this phone off its current version but im stuck.. it has the factory recovery image installed.. ideas?

I would recommend using CMD, not Powershell.

Pixels do not have a recovery partition. Recovery is in the boot image, but TWRP does not support the compression necessary to replace stock recovery in the boot image, so flashing TWRP to boot will cause a boot failure.

Try using command line, and ensure you have the correct fastboot driver for your device installed.
