Im also having this issue, ive tried a 2D background, ive factory reset my phone, tried safe mode. Its at the latest Android version and still flickering when my google pixel xl hits 100% both on 3rd party chargers and the one it came with. Tried it with night light mode and without, highest brightness and lowest and still occurring.
What build are you on? V? Or the J OTA?

I've noticed this too but it only happens when;
a. The phone is plugged in
b. The screen brightness is turned down below 50%
c. The battery is at 100% AND is being drained significantly (playing a 3D game)

I just figured it was improper EM shielding or something. In any case I don't think it's bad enough for me to warrant a RMA. It's barely noticeable and if it bothers me I just turn the brightness up above 50% and it goes away.

Do I just had my screen completely freak out and everything was flickering except the wallpaper. I had to reboot to get it to stop. Anyone else have this happen?

I noticed this morning but doesnt bother me because once it's at 100 percent I unplug it anyway. My first pixel had a bad tinted screen and this one's better. So you could RMA but risk having a crap screen

I had my incident unplugged and random
Oh right that's no good. I will keep an eye out . Only got mine yesterday so far but only noticed this morning when it was on night mode low brightness at 100 percent. Haven't seen it charging or any other time...Something to keep an out for though

I've noticed it with it charged and unplugged playing a game. Most notably when the keyboard comes up while in game. It causes the whole screen flicker like when it's plugged in at 100%.

I'm facing the same issue. However, I noticed that it occurs/visible more often on darker colors (white backgrounds such as this page don't show flickering).

Also, unplugging and replugging the phone resolves the problem... Could it be connector related?

I have the same problem. My first Pixel XL had the screen flickering when at full charge and Google replaced it. The second one which I just received today has the problem as well. It's odd, there is not much to be found on the web regarding this issue, and Google is being tight lipped about it. Without wanting to jump to conclusions, I'd say it's probably a hardware issue, or else they would likely have patched the problem by now.
@ Lechadz: it definitely seems worse the darker the display colors are. Both my devices only had the flickering when I either pulled down the notifications or when displaying that pre-installed background that is a photograph of what looks like a dark-gray tenement building.

On my 4th Pixel XL now..
1st: (pre-ordered day 1) Boot loop right out of the box -- adb sideloaded latest OTA, same issue. Never booted to OS.
2nd: Worked great for a few weeks, then, while using it lying in bed, a white stripe about 1/8" wide popped up on the right 1/3rd of the screen. Present in bootloader and not in a screenshot taken on the device, so definitely HW defect.
3rd: Screen flicker noted in this thread
4th: Arrived yesterday, didn't even fool with setting it up before charging and testing -- screen flicker.. :( I'm on hold w/ Pixel support now. I'm inclined to keep my 3rd one, and get another replacement in a few months.

Well Google doesn't seem to mind sending replacements on these devices. I've gotten a new one Everytime I've RMAd. My issue is I can't get VOLTE to stick. Works for a day or two then drops to H. Just got my replacement a week ago and is doing it already. The last Google rep insisted I get a replacement because it would fix the issue. I knew it wouldn't and didn't want to replace my device as I had no other issues and felt it wasn't a problem with the phone

Is the screen flicker really that big of a deal? I've had my XL since launch and have never noticed the issue... because I've never created the scenario to cause it. I don't leave my phone plugged in at 100%. This is the LEAST of all worries here. You should be more concerned about the camera flare, if anything. And Google is probably going to fix neither of these issues, so just enjoy the phone. It's really great.

The least? Lens flare happens in a lot of cameras.
