Play movies not working offline

Observed this issue with OPO...when i download Google Play Movies in offline mode, i cannot play them for more than 2 secs when i am not connected to Wifi/3G. I can fast forward to any moment in the movie but when i resume play, it works for 2 secs or a little more.

Anyone observed this? Is this an OPO issue? Googling it is giving me a variety of solutions but none of them work..

I am still on CM11S but have not rooted the device yet
