I was able to install Google Play Store on brand new Fire HD 8 2018 installing in the following order:
Google Services Framework
Google Play Services
Google Account Manager
Google Play Store
It works wery well.

Well it should, especially if its just Googles original APKs

The fire stick runs android, not android tv. You need to give more specific details on the problem, or else i cant help.
