Please Help. Phone bootloops no matter what rom I install - TWRP working though

Hi. I was on Havoc 2.9 on my OP5 and then decided to update to Havoc 3.0 and now I only get bootloops from the Oneplus Bootup screen. I have tried installing several different roms, including the Oneplus Official Rom, dated Oct, 2019 and I still bootloop. I have cleared data, vendor, cache, dcache, and system and tried to install w and w/o magisk and always use the noverity flash but even trying without that it doesn't make a difference. My TWRP is working though so how can I quickly get it working with something again? BTW, my restore point back to 2.9 havoc also causes a bootloop!
