It depends on the situation .... if you want a better fps then you'll go for vsync off but if you don't want to have screen tearing and you want a better graphic stability you need to go for vsync -on . :p

V-sync off, smoother UI, less strain on the gpu as it doesnt have to adjust to the fps of the screen, less calculations on the gpu, once again as it doesnt have to adjust to the limitations of the screen. I personally dont experience any screen tearing, but i dont use my 600Mhz adreno200 phone for heavy gaming, and Ui is a lot smoother in my experience with v-sync off, especially if you tweak max_events >= 150
