Power surge on the USB port

Hello,

I have this phone here and it has some problems with connecting to the pc. Every time I connect it, my pc says "Power surge on the USB port". I have tried this on a USB 3.0 port as well.
Does anybody know how to fix this?

One thing that might be a little off the subject, but figured I'd mention in case anyone had any input is, the Astell & Kern DAC when plugged to our device does absolutely nothing; no light, and no power.
When I plug it in the OnePlus 8 Pro, it works like intended. I would love to know why this is the case, and if it would be possible to work on our 9 Pro.
