Problem with Video Encoding on some non-official ROMs (EMUI 3 & Cyanogenmod 13)

Hi,
When I try to post a video on Instagram or Telegram, or even as I try to encode (or convert the format of) a video and save it on physical storage via video-editor apps, the final product is a video full of purple and pink dots (cyanogenmod 13) or a video with green line on the below (EMUI 3 with android 4.4.2). The audio plays very nice, but the video goes wrong!
I had not tried this on the original ROM (android 4.2.2) and don't know if it had the problem too.

Have anybody had same issue before?

It's software related issue, you may find a ROM which do not have this bug.
