Profiles - After adding new user only com.android.provision.DefaultActivity...

I have a Android 4.2.2 China Tablet. I added to build.prop fw.max_users=4 rebooted, afterthat I added new user - but when I log in to the new user I see black screen com.android.provision.DefaultActivity and nothing else. I can not close it...

Any idea? How to enable multiuser?
