Multiple reasons, first and foremost I needed a new phone ASAP and google isn't shipping for 5-6 weeks on the XL 128. I'm due for an upgrade and got it on payment plan. and I was really under the impression I could get it unlocked... I guess I'll have to suck the restocking fee, spend some more on a new battery for my M8 and wait 5 to 6 weeks after paying full retail price outright... or go with a different phone, maybe one that can screencast to devices other than chromecast without need for root tweaks to mention one of the turnoffs of where android is going....

Yes, if you want to unlock the device you better return it before the 15 day period runs out. I think there is a trade off on all android devices now. Pixel and XL have a great camera and decent battery life. Other that the wonks on XDA I think that's mostly what Google is going for. They'll allow you to unlock the Google version but, as you can see, Verizon customers don't give a crap about unlocking. They can't even keep the phones in stock.
I also believe they are trying to focus more on security these days. Too many hacks and theft of sensitive information. Everyone has a phone now and they are ripe for stealing off them. If carriers simply allow devices to be bootloader unlocked they are vulnerable. I'm actually surprised TM or ATT sell unlockable devices. Only will take one major lawsuit for that to be closed. But at least with carrier unlock the law of the land then Google can sell their devices with oem unlock operational. But also see how on Black Friday or Christmas sales that the carriers had some really great deals. $240 and around $300 for the XL over 2 years. Google never gave one cent off their price.
Anyway, good luck on your purchase. It might be nice if carriers clearly stated they can't be bootloader unlocked although I doubt anyone would know wtf that meant if they weren't a flash-aholic. Kind of reminds me of Apple. There is no such thing with their phones unless you jail break them. Kind of like rooting, not many know what it means and they would never do it.
